The public education system in America is outdated and broken. Originally designed to prepare people for factory work and conformist behavior, the public school system is not designed to deal with the 10 percent of problem cases it encounters (although I believe the number is much greater than 10 percent). Like a defective part on an assembly line problem students are more likely to be cast aside.
However, recognizing a problem student's good behavior and trying to ignore the bad is simplistic at best. But the public school system is not going to invest the time and effort needed to deal with the problem student. It's much more important that the assembly line does not slow down and the 90 percent of the conforming students be move to the next phase of the assembly line.
Meanwhile, our prisons fill up with the defective parts that have been cast aside.
