This problem could be greatly reduced if journals simply instituted a policy of automatically retracting any paper in which the authors fail to promptly honor their promise to share raw data. It may be too much to ask that this be applied retroactively, but for all new scientific publications, author agreements could include an acknowledgment that failure to meet legitimate requests for their data are grounds for automatic retraction.
