Very interesting and helpful, Peter. Just to add to what you say, play is developmental and development is essential for democracy. I don't mean development in the traditional psychology sense of the unfolding of stages, but in the sense of becoming who you are through play, through doing what you don't know how to do, through what Vygotsky called "being a head taller" and what I and my colleagues call performing.
