Your article seems to avoid or bypass the fact that a large proportion of incarcerated are there for minor, non violent drug possession...marijuana mostly...to the tune of 700,000 people alone.
These peolpe may already have "basic skills" but have had their jobs shipped overseas and can't seem to find a decent secure job to replace it.....They may have already finished high school.
GED's should be offered to EVERYONE who wants to pursue it, not just for the prisoners in our society....why should you have to go to prison before that help becomes available...makes you wonder!
There are too many people who've been sent to jail for ridiculously small offenses (that shouldn't be an offense)...that on it's own could be a big part of the problem
