The low figure mentioned is more about knowing that human resources isn't going to do anything, than there being very few instances of bullying. When people commit suicide after being bullied the REAL reaction by the majority of people is to say that person was weak and pathetic, as opposed to the PC (and inaccurate) version of "how tragic!". Mobbing makes up the majority of bullying cases. Fueled by gossip, people are often made out to be "bad guys", in order to "justify" the mistreatment they receive.
