The problem I find is that much of the excess noise I experience is from either of two bars near my house who insists their business is dependent on having loud outdoor music. They are not even slightly concerned with the 3 families with kids who loose rest time, several seniors and veterans, night shift workers, and others who all suffer from their audio binging behaviour. Even 400ft away it is disturbingly audible even with closed windows and doors. It is difficult when one's own home can't be a sanctuary from the noise of the world and it does take a serious psychologic toll. Especially when it is entirely frivolous noise that should be reserved for indoors, or other more remote appropriate venues. Not so close to housing.
