It sounds to me like giving a patient this diagnosis is giving doctors a escape hatch. If they can't find what's really wrong with someone or if they don't like what they come up with or (my favorite) don't want to spend anymore time, they just label you as mentally ill and you have to live with it.
There was a time in my life when I was diagnosed as being depressed. When I went to the doctor who diagnosed me with depression and told him I was extremely tired and short of breath. He told me it was my depression. I got so angry I went to another doctor who proceeded to do a chest x-ray and found out I had pneumonia!
