Schools re-prioritize their funds all the time.
If parents become upset enough about the idea that their children have no privacy or safety in the restrooms or changing rooms/showers/locker rooms because these facilities are open to all genders, then funds will be shifted and monitors will be hired.
Or it could become a function of the PTA to supervise and fund, and staff or supplement with parent volunteers.
Perhaps it's an even better strategy to only have a few monitors but have them continually checking in on each facility randomly.
Sure would have helped at Penn State, when all those little boys were being raped in the showers by an adult man.
