Cop-killer Bullets, at least the way the term has been used by politicians and the Mainstream Media, are armor-piercing bullets. They are made of a dense material and are designed not to expand at all. They are designed to drill (actually push) a singe hole thru the target the same size as the muzzle of the weapon from which it is fired. Hollow-point bullets, on the other hand, are engineered to expand, sometimes to twice the size of the muzzle, sometimes more. The larger the surface area, the more energy it imparts into the target, the less energy it retains if it exits the target.
