Walmart policy is to ask the person if the dog is a service animal. If the owner says yes, that ends the conversation, even if the dog is being pushed around in a baby carriage. Lowe's has pretty much the same policy. I find it disgusting that people are faking the whole business. I think the service animals should be regulated and licensed, to put a stop to this fraud.
People care more about dogs than cats—if the dogs don't act like cats.
