I just read a study of contract killings and women ordered them almost as much as men. This is in stark contrast to direct murder which is almost always at the hands of men. So while women are not overtly violent, they definitely have aggressive fantasies and are actually much smarter about destroying people without getting in trouble or pulling a trigger.
I think this is really part of human nature and there is no easy solution on a policy level. The burden of boyhood is to learn to be less physically violent and the burden of girlhood is to learn not to destroy people with words. Smart parenting at an individual level is the only answer.
