Why are so many people drawn to conspiracy theories in times of crisis?

Interesting approach. Is it really accurate, though, to talk of non-conscious matter (whether molecules or plants) as having purpose? Or are we just projecting purpose onto them?
For example, a river always seems to seek the sea. Does that mean seeking the sea is its purpose? Isn't it just blindly following physical laws?
