Regarding the article's failure to answer the question it poses in its title, it's possible that the article and title were written by two different people, each with a different objective. It is very common for writers to submit work with carefully chosen titles -- and for editors to change them to something they feel may generate more interest. Writers often are unaware of such changes until their work appears online (or in print). It seems very possible that something like that may have played out with this article.
