One Child Policy in China/Twins

I have a memory of a Chinese couple who attended the U of Oregon several years ago. While going to school they had twins, and I don't remember if they were boy or girl twins. I do remember that they were appealing to US immigration to allow them to stay in the United States because China would allow them to return with only one child. Does anyone remember this case? I need to find an article or someone who might remember. I can't seem to find anything on it now.
Also I am in a dispute with my husband who believes that the one child policy has always allowed twins. The one birth policy now, I understand, allows you to keep children from the same birth...hence the fertility drug problem. But wasn't there a time when even twins weren't allowed. Was it just female twins or fraternal? I would really like to find some information on this subject. If anyone can help...I am grateful in advance. Thanks. email me: the6nz@yahoo.com
