i wish i could teach my dog to quit barking at everything...

You lookin' at me?

Too many people stiffen up and stare at dogs. This only serves to upset them.

Sometimes I approach the fence but turn my back on the dog for ten seconds or so; the dog finds this behavior less threatening and gets a chance to catch my scent.

I don't think it's necessary to hang out for half an hour waiting for a dog to be quiet. Just keep walking smoothly and ignore them; most dogs eventually learn that you're not the enemy.
