I don't know about the Lipinski bit, but Neil Armstrong did not screw up his rehearsed line. The radio communication cut him off.

Rodney Dangerfield told this story on 'The Tonight Show' right after Pope John Paul II got elected:

I heard a very different version and it should be possible to track it down. Armstrong stated the words correctly. But the audio transcription left out the crucial "A." So now Armstrong has gone down in history as someone who made an ungrammatical statement. But
I also heard that he was under pressure to made a theological statement attesting to the glory of God and Jesus our Saviour. He resisted that! So things could have been worse. As for the neighbors, I think Snopes is correct -- that is sheer urban legend but it does make a good story.

The way I heard it is somewhat different. Armstrong was under pressure from another astronaut (not Aldrin) to make a statement about God our Father and Jesus our Saviour. Instead, he came up with a non-sectarian statement and DID put in the "A." However, the audio was poor and the "A" got lost, putting him in the history books as an illiterate bungler. So he did his best on both counts. Check it out!
