No consequences for bullies and enablers

My heart goes out to all who are bullied at school. Why are there no consequences for those who continue to bully? Why do the victims and their families often need to go to such drastic measures to try & protect their children and find their own solutions, when they are failed by school hierarchy? So many articles address many of the resulting issues associated with bullying but few address the core problem of why bullies do what they do, why they get away with it & what to do to bring those to account for their despicable actions.
