“If I offended anyone, I am sorry.”

Thank you for highlighting this particular statement. It is not a genuine apology at all. Rather, it is slightly insulting.

The statement "I'm sorry you feel that way," is far more insulting. The individual implies that you are the one who has made a mistake, but assumes that you are not intelligent enough to see through the fake apology. It is assumed that you will accept it though it was genuine.
