Seriously, what happens when both parties are trying their hardest to do this?

What's the best technique for identifying those most useful to network with? If it's critical, you need to use the opportunities to their best advantage and not waste time on people who will have limited impact. So, how do you work out who to target?

Here is an idea

If you enter a room and you don't know anyone but you have some pretty clear goals of what you'd like to achieve, then your first goal is to talk to anybody. Explain who you are and what interests you and then see if that person can identify at least one person in the room that can be of help. Then say thank you and go talk to the person of whom you've been referred.
